All source solar demand tracks the integrated resource plans of the large investor owned utilities. Duke, Xcel, Dominion, APS, OG and E, and PacifiCorp each run all source solicitations, many of them hosted on Wood Mackenzie Supply Chain, the platform formerly known as PowerAdvocate, where suppliers register and respond. Each utility runs its own schedule, its own pricing format, and often asks bidders to price both a power purchase agreement and a build transfer of the asset.

An all source RFP rarely says solar in the title. It reads as a capacity solicitation or a resource solicitation open to any technology, with the solar specific terms, the minimum accredited capacity, the ELCC method, and the interconnection requirements, buried in the evaluation criteria. An IPP watching one utility page misses the others, and a solicitation hosted on a registered access platform never appears in a public search at all.
