A contractor under deadline goes to the drawings and the trade sections first, and Division 00 and 01 can run dozens of pages of dense language. The terms that decide eligibility and risk, a full performance bond, a prequalification deadline, a prevailing wage decision, liquidated damages, sit in that front matter. Across many solicitations there is not time to read every manual end to end.
